Interdisciplinary Engineer / COR 24-6403

Tour Description: 24-6403, Length 1225 days: The USDA Geneva Grape Lab is a vertical build project estimating in range from $25 million to $100 million in Geneva, NY. The new three story office building consists of laboratory space and greenhouses which is utilized by the USDA, who leases the site from Cornell University. Serves as Project Engineer and Contracting Officer's Representative (COR) responsible for the enforcement of contract requirements for all assigned contracts. Utilizes all available resources to maintain progress and ensure safe, high quality, and timely completion of this construction project. Exercises delegated authority for the accomplishment of all contracts. Coordinates with customers,contractors, designers, Quality Assurance, and District personnel in order to determine appropriate changes necessary to the contracts to provide the customer with fully functional facilities. Requests proposals, estimates, and negotiates with contractors and makes recommendations to the Contracting Officer and Administrative Contracting Officer for resolution of numerous modifications to original contracts. Successful performance of the work requires knowledge of engineering, contract administration, construction inspections, and office administration. • Leads key project planning activities with contractors, including: o Conducting negotiations with prospective contractors, and preparing memorandums of understanding on price agreements with those selected. o Communicating details of the construction with contractors. o Recommending changes to the vendor contracts. o Preparing contract modifications for signature by the Contracting Officer or Administrative Contracting Officer. • Prepares Independent Government Estimates of cost and Requests for Proposals. • Reviews Quality Assurance reports and spot-checks contractor quality control reports and test results for compliance and accuracy. Assures overall quality control in comparison with procedures, governing plans and specifications. • Receives and checks for contract compliance of technical submittals from the contractor, including: o Verifying shop drawings, catalog cuts, samples, certificates of compliance, plans and methods of operation, balance reports and test results. o Notifying contractors of deficiencies and the directs actions that need to be taken. o Obtaining final acceptance for using an agency after all deficiencies and adjustments have been accomplished and until occupancy has been granted.

Qualifications: Interdisciplinary engineer degree (civil, mechanical or electrical) and vertical construction experience required. Resident Management System (RMS), professional engineering license, and USACE familiarity/experience preferred.

Construction Quality Assurance Representative 24-6398

Tour Description: 24-6398, Length 3 Years: The USDA Geneva Grape Lab is a vertical build project estimating in range from $25 million to $100 million in Geneva, NY. The new three story office building consists of laboratory space and greenhouses which is utilized by the USDA, who leases the site from Cornell University. Construction Representative (ConRep) Position Description a. Participates in or conducts site showings and pre-construction conferences. b. Reviews contractor’s proposed working schedules for logic, adequacy, and to determine whether construction schedules will be met. c. Observes and investigates construction at all stages to identify problems. d. Interprets plans and specifications, conferring with contractor to resolve differences of opinion. e. Inspections contractor workmanship and equipment and materials to ensure compliance with contract requirements. Prepares daily reports of activities reflecting progress of construction, quantities of materials or other pay items placed, weather conditions, reasons for delays in construction, instructions given to contractor, and any unusual circumstances encountered. f. Recommends changes in design to cope with at-the-site conditions. g. Provides field measurements, computations and cost estimates, and first-hand information of site conditions for use by office engineers in preparing contract modifications. Upon approval by the office engineer, negotiates with contractors’ representatives. Provides data to answer contractor claims. h. Reviews contractors’ payment estimates, shop drawings and other submittal, and checks and verifies progress measurement data, and reports of materials and equipment used against information shown in daily log and field inspection reports. i. Coordinates construction operations with contractors and using agency representatives and ensures using agencies are currently informed of status of construction. j. Prepares QA punch list on final inspections of completed contracts and provides technical verification for transfer documents. k. Reviews as-built drawings to ensure changes in plans and specification have been accurately noted. l. Ensures strict adherence to safety provisions of the contract. Detects and corrects unsafe conditions. Attends safety meetings conducted by the Resident Engineer and/or contractor’s representatives and advises contractor personnel in all matters relative to safety.

Qualifications: Vertical construction inspection experience required. Resident Management System (RMS) familiarity/experience preferred.

Project Engineer 24-6341

Tour Description: 24-6341, Length 540 days: Serves as Senior Project Engineer and Contracting Officers Representative (COR) responsible for the enforcement of contract requirements for all assigned contracts. Utilizes all available resources to maintain progress and ensure safe, high quality, and timely completion of construction projects. Exercises delegated authority for the accomplishment of all contracts. Coordinates with customers, contractors, designers, Quality Assurance, and District personnel in order to determine appropriate changes necessary to the contracts to provide the customer with fully functional facilities. Requests proposals, estimates and negotiates with contractors, and makes recommendations to the Contracting Officer and Administrative Contracting Officer (ACO) for resolution of numerous modifications to original contracts. Successful performance of the work requires knowledge of engineering, contract administration, construction inspections, office administration, personnel management, safety management, and a knowledge of various Government regulations, policies and procedures applicable to the work. Directs and/or coordinates office and field engineering construction, and inspection activities through a staff of engineering and/or technical employees. Construction may include renovation and/or construction of new facilities, i.e. buildings, tank ranges, airfields, roads, railroads, utility systems, water distribution, sewers, mechanical and electrical systems, electrical distribution systems, navigation projects, local flood control protection projects, as well as various environmental work by means of any number of contracting instruments and methods.

Qualifications: Must obtain Level 1 Acquisition in Contracting within 24 months of effective date. Must be a Contracting Officer Representative (COR)-may be allowed 6 months to achieve. BS in Civil, Mechanical, or Electrical Engineering preferred.
