Tour Description: 26-6363, Length 1 year: Serves as a Task Force Battle Captain on large construction project. Coordinates with Construction Project Engineers, Logistics Officer, and Quality Assurance personnel and monitors the day to day construction operations at facility construction site and synchronizes information flow. Process incoming reports and relays information to Task Force Commander and/or deputy. Coordinates with contractor and subcontractors as needed. Prepares VIP site visits and coordinates with executive staff and Public Affairs Officer(s). Run assigned shifts within Task Force Cell, execute shift changeovers to maintain common operating picture (COP).

Qualifications: Experience of construction operations, construction processes and project management preferred. Information management required. Experience in G3 CUOPs and/or FUOPs cell preferred.

Tour Description: 26-6351, Length 1 year: Serves as a Construction Representative responsible for an assigned function of surveillance of contract construction operations. The function involves civil or military projects and is identified as military or civil. Typically is responsible for surveillance, controlling, and monitoring the construction program for major military projects to include warehouse complex and utility systems, airfield paving and lighting, and adjunct facilities such as utilities, streets roads, drainage, landscaping, etc. As Civil, typically is responsible for surveillance, monitoring and controlling major civil construction projects to include major modifications thereto, with adjunct facilities such as powerhouse, utility relocations, and roads. As required by workload and scheduling maybe responsible for directing the activities for one or more subordinate employees performing inspection and surveillance of an assigned segment of the major project.

Maintains surveillance, on a day-to-day basis, over the full range of field engineering activities associated with specific phases of a major military or civil works construction project. Reviews plans and specifications for proposed projects to determine practicability from a construction viewpoint and whether physical obstructions or other construction difficulties have been anticipated. Participates in pre-construction conferences to discuss principle construction features and requirements, in terms of methods and equipment operations. Reviews specifications for clearing of land, excavation, building of access roads, materials testing requirements, storage or stockpiling of materials, use of and location of borrow and spoil areas, and surveying requirements as to setting stakes to mark pertinent features. Requests services of surveying specialist prior to, during, and after construction. Reviews contractor's proposed working schedules for logic, adequacy, and to determine construction schedules will be met. Discusses discrepancies with contractor and arrives at a mutual agreement for adjustments in schedules. Observes and investigates construction at all stages to identify problems, take timely action to correct discrepancies, and to insure full compliance with contract plans and specifications. Adjust construction methods for unforeseen site conditions. Compiles at-the-site data and makes recommendations for contract approval or disapproval. Insures adherence to safety regulations in day-to-day construction.

Tour Description: 26-6350, Length 1 year: As Office/Resident Engineer, is responsible for the performance of office engineering assignments in connection with activities at a construction Resident Office. The construction program will generally encompass a variety of facilities of a civilian nature including asphalt and concrete paving, roads, administrative buildings, warehouses, maintenance facilities and related support utilities and infrastructure. Reviews and analyzes proposals submitted by contractors, installation personnel, and Using Agencies for changes to contract plans and specifications and prepare findings of fact on which contract modifications may be based. Prepares appropriate responses, to include requests for cost proposals, independent cost estimates, and requests for concurrence or authority where necessary. Analyzes cost proposals from contractors for reasonableness and equity, and conduct negotiations as necessary to arrive at fair and equitable pricing and to protect the interests of the government. Assures adequate funding is available and has been committed and prepare final contract modifications for signature by Contracting Officer/Administrative Contracting Officer. When contract disputes arise, participates with project personnel in research of contract plans and specifications and other project documentation (daily logs, correspondence, progress reports, etc.). Participates in conferences and performs negotiations with contractors for the settlement and/or resolution of disputes over contract requirements, alleged changed field conditions, etc. Monitors funds available on contracts and contract line items and advise project personnel on same. Determines when additional funding is needed, consulting with project engineers and supervisor as necessary, and prepares appropriate funds request through proper channels. Performs a variety of other office engineering functions, to include monitoring preparation and/or submission of documents necessary for timely contract closeout in accordance with contract requirements, applicable regulations and local and District policies. Monitors periodic contract status reports to higher authorities for timeliness and accuracy. Participates in review of initial and/or revised contractor progress schedules for adequacy and completeness. In consultation with supervisor, performs advisory function to project personnel relative to foregoing activities, making suggestions as to records to be maintained, proper reporting procedures, etc.
