Quality Assurance Representative 26-6352

Tour Description: 26-6352, Length 1 Year: Serves as a USACE Project Engineer and the primary on-the-ground technical representative for a major harbor deepening mission in New Haven, CT. Designed for a degreed engineer with some construction experience or an officer/NCO with extensive civilian construction experience, this role ensures the safe, compliant, and efficient execution of critical infrastructure operations. Due to continuous 24-hour dredging operations, flexible duty hours are required to execute field-level project engineering and Quality Assurance (QA) oversight. The officer tracks project schedules across major milestones and leverages the Resident Management System (RMS) to maintain daily documentation and sustain contract administration. Additionally, the officer leads critical interagency synchronization with the U.S. Coast Guard, Harbor Master, and local municipal authorities.

Operating under the direction of a Supervisory Engineer, Administrative Contracting Officer (ACO), and Contracting Officer (KO), the officer manages complex project modifications, Requests for Equitable Adjustment (REAs), and contractor claims. Analyzes contractor submittals against specifications, engineering drawings, and QA/QC reports to draft Determinations and Findings (D&Fs) that support or deny contractor compensation.

To execute project modifications, the officer utilizes engineering judgment to develop Rough Order of Magnitude (ROM) estimates and Basic Change Documents (BCDs). Drafts Request for Proposal (RFP) letters and evaluates contractor cost and time proposals against the formal Scope of Work (SOW) and Independent Government Estimates (IGE). Establishing the Government's fiscal position, the officer formulates Pre-Negotiation Objectives Memorandums (POMs), leads formal negotiations with prime contractors, authors Price Negotiation Memorandums (PNMs), and drafts SF-30 contract modifications. Performs all other construction administration duties as assigned to guarantee mission readiness and on-time project delivery.
