Army Reserve & Guard
Reserve and Guard members in a non-pay status accumulate debts for unpaid SGLI premiums on their Defense Joint Military Pay System - Reserve Component Master Military Pay Account (DJMS-RC MMPA). They are sent individual billing notices semi-annually. Soldiers with debts for SGLI should send payments to the following address:

Check or money order should be made out to the U.S. Treasury. It should be clearly marked "SGLI payment" and have Soldier's full Social Security number visible.
1. HRC cannot process payments for Reserve Troop Program Unit (TPU) Soldiers. They must contact their unit S1 or higher headquarters (US Army Reserve Command (USARC)).
2. HRC cannot process payments for the National Guard (NG). They must contact the National Guard Bureau for the state in which they serve.
3. HRC does not have visibility of SGLI records/information for TPU or NG Soldiers that will permit the tracking/posting of SGLI payments.
4. Soldiers that have received a DFAS Debt Notice must contact DFAS or their last drilling unit for resolution of debt.
Termination of Coverage
If payment is not received within 6 months, the Soldier will receive a notification of impending termination for non-payment of SGLI premiums. After an additional 6 months of non-receipt, SGLI coverage is terminated.
Debt Collection Process
Unpaid premiums are considered debts owed to the U.S. government. The Defense Finance and Accounting Service (DFAS) will attempt to collect outstanding debts for SGLI premiums from the final pay of separating members. Unpaid debts of service members who separate are referred to the Out of Service Debt department. DFAS reports delinquent debts to the major credit bureaus after 62 days of the initial debt notification letter. Furthermore, DFAS will forward delinquent debts to private collection agencies for assistance with collection. DFAS participates in the Treasury Offset Program, which authorizes the Department of Treasury to offset payments from the IRS, Office of Personnel Management, Social Security Administration and civilian employers in order to collect delinquent debts.
