How to Submit Your Voucher
Depending on your authorized entitlements you may be required to submit multiple DD Form 1351-2. Luckily, submitting your voucher is as simple as 1…2…3… just follow the steps below to file a DD Form 1351-2 and supporting documents.
1. Gather the Required Documents
Not all PCS orders are the same and authorized entitlements are at the discretion of your organization. Read your orders thoroughly prior to making any arrangements to understand authorized entitlements and ensure your personal information is correct. 2. Prepare
Complete the DD Form 1351-2 and attach supporting documentation. Failure to do so may result in delayed processing. Once documentation is ready, see below for your submission options. For a list of documents, you may need to submit, visit Civilian Permanent Change of Station (PCS) Forms.

3. Apply
Submit the completed form and other required documentation to the appropriate location based on your travel status. To learn more about where to submit your voucher, see Where to Submit Your Voucher below.

IMPORTANT: To prevent delays and ensure you voucher can be processed, you must have proper signature and dates on your DD Form 1351-2.
- Do not forget sign and date Block 20. Your signature date must be the day of or after final date claimed.
- Blocks 20c, 20d, 20e, & 20f must be completed entirely. Note: the Reviewer’s Signature and date must be the SAME DAY or AFTER the claimant. A Reviewer’s Signature prior the claimants will not be accepted.

Once you have all your items filled out, receipts gathered, and proper signatures your voucher is ready to submit.
Civilian PCS Travel Voucher Submissions
Submit your voucher and supporting document to Travel Voucher Direct.

You can upload your claim in three files of up to 5MB per file. The following formats are accepted: .xls, .xlsx, .doc, .docx, .ppt, .pptx, .msg, .pdf, .gif, .bmp, .jpg, .jpeg, .rtf, .tif, .tiff, .fdl, .xfdl and text files.
Relocation Income Tax Allowance (RITA) Submissions
RITA reimburses federal, state, and local income taxes incurred during your PCS travel. To file a RITA claim, visit SmartVoucher.
