OCONUS to Separation – Civilian Permanent Change of Station (PCS)

Before Accepting Your Orders
Once the request for orders has been submitted, request counseling from your Human Resource (HR) Staffing POC or the PCS specialist as soon as possible via email.
Understanding Your Orders
Not all PCS orders are the same, and unauthorized expenses will not be reimbursed and are at the discretion of the organization. Read your orders thoroughly prior to making any travel arrangements to understand authorized entitlements and ensure the following information is correct. If any discrepancies are noted, contact your PCS specialist ASAP, if you don’t know your PCS specialist, contact your HR representative.
- Your Name and Social Security Number (SSN)
- Losing and Gaining Locations
- Reporting Date
- Dependent Name, Date of Birth (DOB), and Address
Things to keep in mind...
Dependents: Transportation and En Route Per Diem is authorized for you and your dependents.
Pets: Transportation and quarantine charges are not a separately reimbursable expense but may be claimed as Miscellaneous Expense Allowance (MEA) only when claiming actual expenses for MEA.
Housing: Once you have been notified of your new Permanent Duty Station (PDS) location begin researching the surrounding area to determine where you want to live. Don’t make any permanent decisions until you have your orders in hand.
Allowances: : The below list contains allowances that your agency may pay and is provided for your convenience. These are the most common expenses incurred by travelers but is NOT all inclusive. For additional information, please see: JTR Chapter 5, Part F.
- Per diem for you and your dependents
- Relocation Income Tax Allowance (RITA)
- Transportation for you and immediate family members
- Transportation and temporary storage of Household Goods (HHG)
- Extended storage of HHG
