Raymond (Ray) Gaw, Director, DFAS Texarkana


Photo of Raymond Gaw, Director DFAS TexarkanaRaymond (Ray) Gaw is the Director, Defense Finance and Accounting Service Texarkana, where he has served since June 2021.  As director, he oversees the operation of the non-appropriated fund accounting and payroll office serving Army and DOD morale welfare and recreation activities worldwide.

Prior to his current assignment, Mr. Gaw served as the DFAS Executive Liaison to the Veterans Benefits Agency, Department of Veterans Affairs.  In this role, he ensured military retirees received accurate and timely pension and disability payments. 
 
In 2018, Mr. Gaw was the chief of staff for the DFAS Strategy and Support Directorate helping to lead over 2,100 professionals providing information technology, human resource, strategy and other support services for DFAS and the Department of Defense. 
 
In 2015, Mr. Gaw served as the Director, Financial Management, and led 52 professionals managing a $1.4 billion budget supporting finance and accounting professionals across the enterprise.
 
Mr. Gaw joined DFAS in 2005 as a senior budget analyst and supported the budget and financial management requirements for DFAS Operations.  He was mobilized in 2007 and deployed to Iraq as the Senior Cryptologic Advisor to the Iraq Ministry of Defense.  Upon his return to DFAS in 2008, Mr. Gaw served as the Director, Corporate Resource Management, leading 13 budget analysts supporting DFAS Operations. 
 
Mr. Gaw served as a commissioned officer in the United States Navy from 1987 to 1998.  He served on the USS Deyo (DD989), as a cryptologist deployed overseas and as a program manager at the National Security Agency (NSA).  After receiving an honorable discharge in 1998. Mr. Gaw worked for the NSA as a civilian employee while also continuing to serve as an officer in the Navy Reserve.  He later joined the Department of Commerce as a budget analyst in 2001.
 
Mr. Gaw received a Bachelor of Science, Education degree in mathematics from Central Missouri State University. He also has a Masters degree in Systems Technology from the Navy Postgraduate School. Mr. Gaw retired from the Navy Reserve in 2013 as a captain.
