DFAS Direct Hiring Authority

Special hiring authorities are created to help agencies fill vacancies in the competitive service under certain circumstances, such as filling critical skills gaps or a severe shortage of candidates. The Office of Personnel Management can determine when there is either a severe shortage of candidates or critical hiring need for such positions. Congress can also provide DHA directly to departments and/or agencies for specified purposes. A DHA expedites hiring within Title 5 by eliminating competitive ranking and rating procedures and veterans’ preference. DFAS uses several DHAs as strategic tools in overall workforce and succession planning efforts.

Common DHAs used at DFAS

  • Information Technology Management (Information Security), General Schedule (GS)-2210, GS-09 and above.
  • Post-Secondary Students and Recent Graduates* Interns and Recent Graduates from Post-Secondary Institutions of Higher Education.
  • Certain Department of Defense (DoD) Personnel* abbreviated listing of positions covered:
    • Cyber Workforce* (as defined in DoD Directive 8140.01, Cyberspace Workforce Management, designated with a cyber work role code)
    • Acquisition Workforce* that are responsible for managing any service contracts necessary to the operation and maintenance of programs of the DoD
    • Financial management, accounting, auditing, actuary, cost estimation operational research, business, or business administration* A qualified candidate must possess a related degree from an accredited college or university, or equivalent experience relevant to the functions of the position.

* Authority expires September 30, 2025, unless extended by future legislation.

Vaccination Injunction Notice:
To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
