Przemyslaw “T” Terpilowski, Director, DFAS Texarkana
Przemyslaw Terpilowski is the Director, Defense Finance and Accounting Service Texarkana,
where he has served since January 2026. As director, he oversees the operation of the non-appropriated fund accounting and payroll office serving Army and DOD morale welfare and recreation activities worldwide.
Mr. Terpilowski has previously held senior financial leadership positions at the United States Agency for Global Media including acting director of Financial Operations and acting director of the Budget Division. He also served as the agency’s Financial Services Manager, overseeing key financial operations and advising leadership through risk-focused analysis, reconciliations, and process improvements that enhanced compliance and control effectiveness.
In addition to the USAGM, Mr. Terpilowski has proven himself as a senior financial management leader with experience within the Department of Defense and Department of Homeland Security.
Prior to assuming his current position with DFAS, Mr. Terpilowski worked in the private sector supporting the financial management and enterprise system efforts of the U.S. Marine Corps, U.S. Navy, and U.S. Army.
A retired U.S. Marine Corps officer, Mr. Terpilowski held multiple comptroller, accounting, and budget leadership assignments in the United States and overseas. Notably, he served as Accounting Branch Head and Budget Officer at U.S. Marine Forces Special Operations Command (MARSOC), where he managed the execution of a $160M annual operating budget and supported command-wide execution reviews and data-driven decision support.
Mr. Terpilowski holds a Master of Business Administration from Brenau University and a Bachelor of Science in Business from the University of Phoenix. He is a Certified Defense Financial Manager, and a Lean Six Sigma Yellow Belt. He is also a member of the Society of Defense Financial Management.
