Dwight D. Creasy, DFAS General Counsel

Dwight D. Creasy was sworn in as the General Counsel of the Defense Finance and Accounting Service (DFAS) on December 16, 2013 and is a member of the Senior Executive Service.  He serves as legal advisor to the DFAS Director and headquarters staff rendering opinions on complex legal and policy issues.  He advises on legislation, laws, regulations, policies and practices affecting the DFAS mission.  He provides professional supervision over the DFAS Office of General Counsel.  He ensures liaison with other agencies on legal issues relating to DFAS programs and activities.  He manages the DFAS Standards of Conduct Program and serves as the DFAS Ethics official.

DFAS conducts the accounting and finance activities of the Department of Defense (DoD).  Each year, DFAS disburses over $579 billion by processing 161.8 million pay transactions for 6.6 million military personnel, federal civilian employees, military retirees and annuitants; 10.3 million commercial invoices; and 6 million travel vouchers and settlements.  Responsible for 1,232 active DoD appropriations, DFAS is the trust fund manager for $403 billion in foreign military sales and $700 billion in military retirement and health benefit funds.  DFAS employs about 12,000 DoD civilian and military personnel at 10 locations throughout the United States, Europe and the Pacific. 

Mr. Creasy served in a variety of previous assignments providing him a strong foundation for his current role.  Mr. Creasy had a distinguished military career serving in the active duty Air Force for 33 years and 8 months, culminating as the Staff Judge Advocate for Air Force Materiel Command in the grade of Brigadier General.  In addition to his active duty service, he served in the Tennessee Air National Guard, Reserve Officer Training Corps and the Air Force Reserve.  Upon graduation from law school, he began his active-duty Air Force career as a judge advocate.  The general served as Staff Judge Advocate at the base, center, numbered air force, sub-unified, major command and joint combatant command levels.  He served in various capacities as assistant staff judge advocate, circuit trial counsel and contract litigator at the Contract Law Center and Headquarters United States Air Force.  He was the military assistant and special counsel to two Air Force General Counsels.

Mr. Creasy earned his Bachelor of Science degree in business administration, with honors, from the University of Tennessee; a Doctor of Jurisprudence degree, from the University of Tennessee; and a Master of Laws degree in government procurement law, from the George Washington University.  He is licensed to practice law by the Supreme Court of Tennessee, the Supreme Court of Florida, the United States Court of Appeals for the Armed Forces and the District Court of the Eastern District of Tennessee.  His major awards include the Distinguished Service Medal, Defense Superior Service Medal with oak leaf cluster, Legion of Merit with oak leaf cluster, Meritorious Service Medal with silver oak leaf cluster, Air Force Commendation Medal, Air Force Good Conduct Medal, National Defense Service Medal with two bronze stars and Global War on Terrorism Service Medal.
