Martha Smith, Director, DFAS ColumbusMartha Smith is the Director of the Defense Finance and Accounting Service (DFAS) Columbus, managing the day-to-day operations of more than 2,400 employees providing a range of finance and accounting services to the Army, Navy, Air Force, Marine Corps, and 11 Defense Agencies. She serves as the Client Executive to the Air Force and the Defense Agencies serviced by DFAS Columbus, focusing efforts to support their audit assertions. DFAS Columbus is designated as the Center of Excellence for Acquisition Accounting responsible for commercial payments to approximately 100,000 vendors/contractors totaling $261.3 billion in FY 2011. She also oversees the activities of the DFAS Limestone site as well as championing Leveraging Technology efforts agency wide.
Prior to this assignment in April 2012, Mrs. Smith served as the Director, DFAS Cleveland. In this capacity, she was responsible for the delivery of DFAS Cleveland services and led the efforts of more than 2,200 accounting and finance personnel responsible for the operational expenses for the Navy and Marine Corps. The site also provided pay support to 4 million people, including active duty, reserve and civilian employees of the Navy, Marine Corps, Department of Energy, Health and Human Services and the Broadcast Board of Governors, as well as military retirees and annuitants from all four Service branches. DFAS Cleveland processes over 70 percent of all DFAS disbursements totaling approximately $28 billion a month. She also oversaw the activities of the DFAS Japan network site.
Previously, she served as the deputy director of Commercial Pay Services at DFAS Columbus; as the director of Contract Pay Services with the Commercial Pay Business Line at DFAS Columbus; as the director of Air Force Working Capital Fund Reporting at DFAS Denver; and as the director of General Fund Accounting Services at DFAS Charleston, S.C. Prior to that, she was the deputy director for Plans and Management at DFAS Cleveland.
Mrs. Smith has 30 years of federal government experience.
Mrs. Smith began her professional career as a Defense Department civilian employee at the Naval Construction Battalion Center, Port Hueneme, California as a systems accountant. She is a member of the American Society of Military Comptrollers and a past Chairperson of the Cleveland Federal Executive Board.
A native of Easton, California, Mrs. Smith earned a Bachelor of Science degree in accounting from California State University, Fresno. She completed her Masters in Business Administration at Capella University in May 2012.
Ms. Smith was inducted into the Senior Executive Service on February 5, 2003.
