Deputy Director, DFAS Strategy and Support

Mr. Tony Hullinger became the Defense Finance and Accounting Service (DFAS) Deputy Director for Strategy and Support in January 2021.  Mr. Hullinger is responsible for developing and guiding implementation of the agency’s strategy and directing the agency’s mission support activities including:  Resource Management, Information and Technology, Acquisition, Policy, Corporate Communications, Legislative Liaison, Human Capital, Equal Employment Opportunity, Lean6, Project Management, Force Protection, and the DFAS Human Resources Regional Service Center, which services personnel spanning both DFAS and the Defense Agencies and DoD Field Activities.
 
Mr. Hullinger has served in various capacities throughout DFAS.  From September 2018 through January 2021, Mr. Hullinger served as the Director, Enterprise Solutions and Standards (ESS).  In this role, he was responsible for providing financial management services and standard enterprise solutions to support the Department of Defense mission and the DFAS customers, including developing finance and accounting goals and standards; overseeing consolidated financial reporting; providing enterprise audit support and compliance reviews; analyzing operational results; and championing strategic priorities.  Mr. Hullinger also served as the Director, Enterprise Audit Support, where he led a professional staff that provided enterprise-wide oversight and guidance for DFAS' support to the Department of Defense audit readiness efforts.
 
In October 2012, Mr. Hullinger was selected into the Senior Executive Service as the DFAS Chief Financial Officer.  In this role, he managed the day-to-day financial operations of the Agency by directing the formulation, presentation and execution of DFAS' annual and multi-year budgets.
 
Mr. Hullinger previously served as the Acting Director and Deputy Director, Accounting Operations for DFAS Indianapolis where he led nine mission areas and a staff of over 1,000 employees in reporting more than $500 billion in assets for the Department of the Army and 26 Defense Agencies.  Mr. Hullinger joined DFAS Cleveland in June 1994 and moved to DFAS Indianapolis in October 1997, serving in many leadership roles during his time with DFAS.
 
Mr. Hullinger holds a Bachelor's degree in Corporate Finance and Financial Institutions from Ball State University and an MBA from Indiana Wesleyan University and is a Certified Defense Financial Manager.  Mr. Hullinger graduated from the Harvard Senior Executive Fellows Program at Harvard University's John F. Kennedy School of Government and is a recipient of the Presidential Rank Award for Meritorious Service.
