Judith Munger, Deputy Director, DFAS Information and TechnologyMrs. Judith Munger is the Deputy Director of Information and Technology and Deputy Chief Information Officer at the Defense Finance and Accounting Service (DFAS). In that capacity, she oversees a $400 million suite of IT services including infrastructure operations, computing and communication services, systems management and software development and maintenance activities. The business systems under her purview facilitate DFAS support of day to day finance and accounting activities of the Department of Defense (DoD). Each year, the agency disburses over $591 billion by processing 169 million pay transactions to 6 million military, civilian, retirees and annuitants; $14.4 million commercial invoices and 7.5 million travel vouchers and settlements. DFAS also maintains more than 55 million ledger accounts containing billions of transactions and handles accounts for worldwide operations and appropriations for the DoD.

Mrs. Munger began her career as a telecommunications specialist in 1986 at the U.S. Army Commercial Communications Office (USARCCO), Fort Huachuca, AZ. While there, she acquired commercial and government owned telecommunications services for Army locations worldwide. She also directed USARCCO's policy, education and outreach activities. Mrs. Munger joined the Defense Information Systems Agency (DISA) in 1993 where she served until 1999. She worked in several DISA organizations including the Defense Information Systems Network (DISN) Program Office and the DISA Operations Directorate serving DoD communications and computing service customers. In January 1999, she began working for the DFAS Information and Technology Directorate. She has been the Defense Messaging System Program Manager, the Teleservices Program Manager, the Information Assurance Program Manager, and the FTS2001 Program Transition Manager. She has been responsible for all IT policy, education and oversight and managed the System Life Cycle of approximately 90 business systems.

Mrs. Munger has a Bachelor of Science degree from South Dakota State University. She is a graduate of the Federal Executive Institute's (FEI) Leadership for a Democratic Society Program and the DOD National Security Studies Program at Syracuse University. She is currently enrolled in Syracuse University's graduate school working toward a Master of Arts in Public Administration.
