Audrey L. Eckhart, Director, Enterprise Solutions and Standards

Audrey EckhartAudrey L. Eckhart currently serves as the Director, Enterprise Solutions and Standards (ESS), Defense Finance and Accounting Service (DFAS).  In this role, she is responsible for developing finance and accounting goals and standards; analyzing operational results; implementing the agency’s electronic commerce strategy; overseeing the development of the DFAS operational architecture; and conducting strategic planning in key areas that include systems integration, DFAS corporate solutions and Department of Defense (DoD) audit readiness.  Ms. Eckhart has been in this role since July 2011.

Prior to being promoted to her current position, Ms. Eckhart served as the Director, Policy and Performance Management, Strategic Business Management from August 2010 to July 2011.  In this role she oversaw the development, promulgation and interpretation of accounting, finance, disbursing, and debt management policy and procedures for the DoD. Ms. Eckhart also reviewed and adjudicated all requests for relief of liability for all DoD components and activities.  In addition to these roles, Ms. Eckhart also facilitated and promoted the use of operational best practices within DFAS through utilization of analysis, management reporting and performance metrics.

Ms. Eckhart was the Deputy Director, DFAS Indianapolis from February 2006 to August 2010.  In this role, she assisted in managing the day-to-day operations of more than 3,000 employees providing finance and accounting services to the U.S. Army, U.S. Air Force, 26 DoD Agencies, and 4 non-DoD entities.  Ms. Eckhart also played a key role in the DFAS Base Realignment and Closure (BRAC) Initiative, where she championed the successful transition of personnel and work from DFAS sites impacted by BRAC to DFAS Indianapolis.  With this appointment, she joined the ranks of the Senior Executive Service in February 2006.

Ms. Eckhart was the Deputy Director, DFAS Accounting Services–Marine Corps at DFAS Kansas City from March 2004 to February 2006.  As such, she was responsible for providing finance and accounting services to the U.S. Marine Corps.  She also served as the Director, Accounting Operations at DFAS Kansas City.  In this capacity she directly managed the daily field-level accounting and disbursing support and the monthly treasury, budgetary and financial statements for all USMC appropriations.
Ms. Eckhart was promoted to the position of Deputy Director, DFAS Administrative Services in late 2000.  In this role, she managed DFAS personnel performing administrative services functions at all DFAS locations worldwide.  In July 2002, she assumed the role of the Director, Administrative Services and continued to manage administrative services agency-wide programs and functions until March 2004.  Prior to her appointment as Deputy Director/Director of DFAS Administrative Services, Eckhart was a systems accountant in the Defense Joint Accounting System (DJAS) Program Management Office.  She served on the project from its inception in 1995 until December 2000.
Ms. Eckhart began her civil service career as a cooperative education student at the U.S. Army White Sands Missile Range, NM, where she held numerous accounting positions as an operating accountant, systems accountant, and supervisory accountant in the Finance and Accounting Office at White Sands, including Chief of the Systems, Policies, and Procedures Division.  In 1994, Eckhart accepted a developmental assignment at the Defense Finance and Accounting Service Indianapolis Center as the Executive Assistant to the Director.  In early 1995, she accepted a permanent reassignment to that position from White Sands.

Ms. Eckhart received the Commander’s Award for Civil Service in 1991 as well as a Distinction in Financial Management Award from the U.S. Treasury.  Along with being a member of AGA, she served as chapter President of the Indianapolis Chapter.  She is a Certified Government Financial Manager and active in the American Society of Military Comptrollers.

A native of Albuquerque, NM, Ms. Eckhart earned her Bachelor of Accountancy degree from New Mexico State University, Las Cruces, NM.  She also holds a Master's of Arts Degree in Executive Development for Public Service from Ball State University, Muncie, IN.
