Cindy Garcia, Deputy Director, DFAS Indianapolis

Mrs. Garcia is the Deputy Director of the Defense Finance and Accounting Service (DFAS) Indianapolis effective August 2021.  She is responsible for managing the day-to-day operations of the federal government’s third largest building and over 4,100 federal employees across the globe that provide a range of finance and accounting services to the U.S. Army, the U.S. Air Force, the U.S. Veterans Administration, and 26 U.S. Defense Agencies.

Prior to this assignment she was the Director, Defense Finance and Accounting Service (DFAS) Rome, Mrs. Cindy Garcia was responsible for the day-to-day operations of the Rome site. She was responsible for leading over 900 DFAS employees who provide accounting and finance support to the Army, directing the DFAS Accounting Center of Excellence for Army and Navy medical support, and accounting services for the United States Special Operations Command.
 
Prior to assuming her role as DFAS Rome Director, Mrs. Garcia served as the Director, Finance Standards and Customer Services and was responsible for several key and essential missions within DFAS. She ensured DFAS finance operations and client services had consistent internal policies and systems that complied with finance and accounting laws, regulations, procedures and requirements. In this role, Mrs. Garcia collaborated closely with DoD stakeholders to formulate short and long range program policies, strategies and objectives. She designed and implemented innovative programs and processes to increase levels of service and to comply with changes mandated by modification in finance laws and regulations. She established Agency-wide finance mission performance standards in conjunction with DoD Comptroller expectations, the Secretary of Defense and congressionally mandated requirements. Mrs. Garcia also ensured policy and procedural guidance were developed to facilitate the Agency-wide Finance program.
 
Mrs. Garcia also served as the Acting Director, Accountability and Audit Readiness for the Department of the Army. Earlier in her career she held several key DFAS leadership positions including the Director of E-Solutions; Standards and Compliance, Accounting Mission Area; the Director of Accounting and Military Pay Systems; and the Director of Departmental Accounting. Mrs. Garcia also led key DoD-wide initiatives as the DFAS Program Manager for the Defense Integrated Management and Human Resources Systems and as the Program Manager for the DFAS Transportation Payment System. Throughout her career, Mrs. Garcia received numerous awards and citations to include the Department of Army Commander's Award for Civilian Service and the Association of Government Accountants (AGA) Achievement of the Year Award.
 
Mrs. Garcia is a North Dakota native. She received her Bachelor's degree in Business Administration from Valley City State University in North Dakota. Mrs. Garcia earned her Master's degree in Executive Development for Public Service from Ball State University in Muncie, Indiana.  She is a graduate of the Federal Executive Institute.
