What is Appointment Eligibility?

Your appointment eligibility determines the type of job announcements that you may apply for. If you have appointment eligibility, you're eligible to apply for all DFAS job announcements, provided your eligibility is included in the area of consideration identified on the announcement. When performing a job search , you will be asked if you have appointment eligibility. If you answer Yes, you will see all DFAS job announcements that match your search criteria. If you answer No, your results will include only job announcements for which appointment eligibility is not a requirement. These are Delegated Examining Unit (DEU) announcements. DEU announcements do not require appointment eligibility, although applicants possessing eligibility may also apply. Some common types of appointment eligibility are described below.

Types of Appointment Eligibility

Current DFAS Employee: You are currently working for DFAS on a permanent appointment. Persons who are on a temporary or term appointment may not be eligible. Temporary and term employees may be eligible in other categories, for example, reinstatement eligible, VRA, VEOA, etc. DFAS term employees may be eligible for consideration for other DFAS term positions for the duration of their current term appointment.

Current DoD Employee: You are currently working for another agency besides DFAS within the Department of Defense, and you are not on a temporary or term appointment. Persons who are on a temporary or term appointment cannot transfer to DFAS. Temporary or term employees may be eligible in other categories, for example, reinstatement eligible, VRA, VEOA, etc.

Current Federal employee: You are currently working for another Federal agency outside the Department of Defense, and you are not on a temporary or term appointment. Persons who are on a temporary or term appointment cannot transfer to DFAS. Temporary or term employees may be eligible in other categories, for example, reinstatement eligible, VRA, VEOA, etc.

VRA Eligible Veteran: You are eligible for appointment under the provisions of the Veteran's Recruitment Appointment (formerly Veteran's Readjustment Appointment) if you are:

  • A disabled veteran; or
  • A veteran who served on active duty in the Armed Forces during a war or in a campaign or expedition for which a campaign badge has been authorized; or
  • A veteran who, while serving on active duty in the Armed Forces, participated in a United States military operation for which an Armed Forces Service Medal (AFSM) was awarded; or
  • Recently separated from active duty service within the last three years.

Please ensure you meet the above criteria to determine if you meet the current requirements for a VRA appointment. VRA eligibility may be used for positions at the GS-11 level and below and may require documentation .

30% Disabled Veteran: You are a disabled veteran with a service connected disability of 30% or more. You are eligible for appointment at any point in time. You must submit a VA letter dated 1991 or later to verify eligibility.

EO12721 Family Member: You must have worked as an appropriated fund Federal employee overseas while a family member of a civilian employee, NAF employee, or uniformed service member served overseas. You must have accumulated 52 weeks of creditable service, received a fully successful or better performance rating, and have returned to the United States from the overseas tour of duty and meet time requirements. EO eligibility expires three years from the time you return from overseas.

Reinstatement Eligible: You previously attained career status in the Federal government on another appointment, left Federal service, and now wish to obtain a new appointment; you are a veteran and you previously served on a career-conditional or career appointment, and now wish to obtain a new appointment; or you previously served in the Federal service on a career-conditional appointment within the last three years, left the Federal service, and now wish to obtain a new appointment.

Disabled Employment Program Eligible: You are a certified client of a state vocational rehabilitation agency or you have documentation from a licensed medical professional, or a federal or state agency that issues or provides disability benefits. You must provide a letter (a copy is acceptable) from that agency or a licensed medical professional stating you can perform the duties of the position. . You must provide a letter from that agency stating you can perform the duties of the position.

ICTAP Eligible: You must be a current or former employee displaced from a non-DoD agency to be Interagency Career Transition Assistance Plan eligible. All "well qualified" ICTAP applicants must possess education, knowledge, skills, and abilities (KSA's) to perform the full range of job duties and responsibilities with minimal orientation.

CIPMS Eligible: You must be currently serving on a Civilian Intelligence Personnel Management System (CIPMS) appointment without time limitation or have been involuntarily separated from such appointment without personal cause within the preceding year.

NAF Eligible: You must have served in a continuing Non-Appropriated Funds (NAF) position for one year and be currently holding such appointment or have been involuntarily separated from such position within the last year.

VEOA Eligible: You may be eligible for appointment under the Veterans Employment Opportunities Act (VEOA) if you have 5 or 10 point veterans preference, or if you are a veteran who has been honorably discharged from the armed forces and substantially completed 3 years (not less than 2 years and 11 months) of active military service. VEOA eligibility can only be used for permanent positions.

Overseas Military Spouse Preference Eligible: You are the spouse of a current active duty soldier, sailor, airman, or marine serving on a permanent tour overseas, and you were authorized by your spouse's permanent change of station (PCS) orders to accompany your spouse. If you are selected for a family member appointment under Military Spouse Preference, you must be prepared to furnish a copy of your sponsor's PCS orders or other appropriate documentation that supports the preference. Military spouse eligibles must have EO12721 eligibility to apply for positions in the U.S.

Other: Other types of status for overseas positions include: *Overseas Family Member Preference Eligibles and **Overseas Family Members with no preference. If you fall within one of these categories, select "Other" as your Eligibility for Appointment in the DFAS Resume Builder.

*Overseas Family Member Preference Eligible: You are the spouse or family member of a civilian employee, NAF employee, or uniformed service member serving overseas and were authorized by your sponsor's permanent change of station (PCS) orders to accompany your sponsor. If you are selected for a family member appointment under Family Member Preference, you must be prepared to furnish a copy of you sponsor's PCS orders or other appropriate documentation that supports the preference.

**Overseas Family Member No Preference Eligible: You are the spouse or family member of a civilian employee, NAF employee, or uniformed service member serving overseas and are currently occupying or have occupied a permanent or continuing family member position for appropriated funds, NAF or AAFES and have exhausted your family member preference.
