Stuart Satterwhite Deputy Director, Total Force Pay

Stuart Satterwhite is the Deputy Director of Total Force Pay for the Defense Finance and Accounting Service (DFAS), effective August 2026. In this position, he plays a critical role in ensuring warfighter readiness by delivering timely, accurate, and transparent pay services to the Total Force. He is responsible for one of the largest financial operations within the Department of War, transforming the pay experience for 6.4 million warriors, military retirees, and federal civilians across the globe.

Leading a dedicated workforce of 2,200 employees with a $230 million operating budget, Mr. Satterwhite directs the annual disbursement of over $610 billion. His strategic oversight covers a diverse portfolio that includes Military Pay, Civilian Pay, Travel Pay, and Retiree and Annuitant Pay, making his leadership essential to the financial well-being of the entire defense community.

Rear Admiral Stuart C. Satterwhite retired from the United States Navy in September 2025 following more than 34 years of distinguished service. Most recently, he served as the first Commander of MyNavy Career Center (MNCC), where he established and led the Navy’s enterprise human resources service delivery organization, transforming a struggling organization into a globally integrated 24/7 operation supporting more than 400,000 Sailors and their families.

Throughout his career, Rear Admiral Satterwhite held executive leadership positions across Navy manpower, personnel, training, recruiting, and enterprise transformation. As Commander, MNCC, he reorganized 26 Personnel Support Detachments into six Transaction Service Centers, 14 Regional Support Centers, and a 24/7 Contact Center, modernizing customer service delivery and pay and personnel support across the Fleet.

Previous assignments included Chief of Naval Personnel Commander’s Action Group; Director of Transformation and Director of Business Operations in the Office of the Chief of Naval Personnel; Commander, Western Sector, U.S. Military Entrance Processing Command (serving concurrently as Commander, USMEPCOM); Director, Total Force Manpower at Naval Education and Training Command; and numerous senior manpower and personnel policy assignments within the Office of the Chief of Naval Personnel. He also deployed to Iraq in support of the Office of National Reconciliation, where he helped develop the Government of Iraq’s Disarmament, Demobilization, and Reintegration strategy.

Rear Admiral Satterwhite earned a Bachelor of Electrical Engineering from the Georgia Institute of Technology, a Master of Science in Management from the Naval Postgraduate School, and a Master of Arts in National Security and Strategic Studies from the Naval War College. He also completed Joint Forces Staff College and holds Senior Professional in Human Resources (SPHR) and SHRM Senior Certified Professional (SHRM-SCP) certifications.
His personal decorations include the Defense Superior Service Medal, four awards of the Legion of Merit, the Bronze Star Medal, the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal, the Navy and Marine Corps Achievement Medal, the Joint Meritorious Unit Commendation, the Meritorious Unit Commendation, and numerous other unit and campaign awards. He is married to the former Michelle Selling of Lodi, California, and they have three daughters who serve in the United States military.
