Kathleen D. Noe, Deputy Director, DFAS ColumbusKathleen Noe is a senior executive in the Department of Defense serving as the Deputy Director of the DFASColumbus site and network. She is responsible for managing the day-to-day operation of 2,400 federal employees providing a range of finance and accounting services to the U.S. Department of the Air Force and 11 Defense Agencies. She oversees accounting and financial operations, financial reporting, payment computations for travelers and vendors, disbursing, client liaison services, a customer call center, systems operations and facilities and logistical administration.
Prior to her current leadership assignment, Ms. Noe served as the Director for Enterprise Management Services which included Resource Management, Business Activity Monitoring (BAM), Contract Services, Project Management and Support Services (which included Force Protection and Contingency Planning). She was also the Agency's Contracting Acquisition Executive (CAE) and designated Head of Contracting Activity (HCA). Enterprise Management Services led the Agency's fact-based culture for decision making and process improvement through the consulting services of the Project Management Center of Excellence and Lean6.
Beginning her career in 1981, her experience includes financial management at the installation, major command and headquarters levels at the Department of the Army and DFAS. At the Department of the Army, Kathleen also served as a computer programmer and information management officer. At DFAS she led the Agency's Systems Integration Deputate responsible for the deployment of financial systems to replace obsolete, redundant legacy systems. In 2005, she became the Director, Enterprise Management Services.
Kathleen led the implementation of the Agency's new financial system architecture which included the Defense Departmental Reporting System, Defense Cash Accountability System and the eBiz COTS accounting system. As the DFAS CFO, she created the financial management improvement plan that continuously improved the health of the Agency's financial statements - ensuring 8 successive years of unqualified audit opinions. Kathleen institutionalized Lean6 as a disciplined process improvement methodology across the Agency resulting in hundreds of projects and millions of savings annually.
Ms. Noe graduated magna cum laude with a bachelor's degree from the University of Maryland and earned her master's degree in Business Administration from Boston University. She is Acquisition Level III certified in Program Management, Lean6 Black Belt Certified and is a Certified Management Accountant. Updated Feb. 24, 2012
