Arturo Caraballo, Director, Compliance
Arturo (Art) Caraballo is the Director, Compliance, Enterprise Solutions and Standards. In this role, he is responsible for analyzing operational results, audit liaison, managing financial operations and personnel pay metrics, overseeing DFAS financial improvement and audit readiness support, and ensuring effective DFAS Operations risk management and compliance with internal control. Additionally Mr. Caraballo overseas compliance with the Improper Payments Elimination and Recovery Improvement Act for the DoD military, civilian, commercial, travel, retired, and annuitant pay programs.
Prior to this assignment, Mr. Caraballo served as the Director of Network Compliance from March 2010 till June 2011. He was responsible for oversight of DFAS Operations' Management Internal Control Program to include audit compliance, Federal Managers' Financial Integrity Act, Risk Management and the Independent Operational Assessment Program.
Mr. Caraballo was the Director of Accounts Maintenance and Control at DFAS Indianapolis from May 2007 to March 2010. During this time, he oversaw the day-to-day field level accounting support for 164 Army installations/customers and 21 Defense Agencies customers. His operation ensures all general ledger accounts are in balance prior to generation of daily, monthly, quarterly, and annual financial reports.
In 1984, he began his career in the private sector as a corporate accountant in Chicago. He joined the federal civil service in 1985 as an intern at the Army Finance and Accounting Center. During his internship he served as a program analyst in Resource Management and as chief for the Program Analysis and Evaluation Office (PA&E). In 1990, he worked as a system accountant for Accounting Systems Support Directorate, DFAS Indianapolis. In 1997 he was appointed as the Director for Defense Agencies Financial Services (DAFS), overseeing the day-to-day finance and accounting field level support for 21 defense agencies. Mr. Caraballo was assigned in 2001 to the Project Management Office for Defense Agencies Accounting Services at DFAS Columbus. He served as the Director for Defense Agencies Departmental Accounting in 2005, providing the day-to-day TI97 departmental accounting operations support.
Throughout his as career as a program analyst, system accountant, accountant, project manager and director, Mr. Caraballo managed the systems development and deployment efforts for various DFAS financial systems and has had oversight of large field level and departmental operations including Travel Pay, Vendor Pay, and Systems and Accounting Operations. He has supported numerous DFAS consolidations efforts and was a member of the 2006 High Performing Organization (HPO) Study Group.
He has received numerous individual awards, team awards, and letters of appreciation for his role as Business Manager for Financial Systems, Director of Defense Agency Financial Services (DAFS) and Director of TI97 Departmental Reporting.
Mr. Caraballo graduated from Purdue University in 1984 with a Bachelor's Degree in Management/Accounting. He earned his Master of Arts Degree (MA) in Executive Development for Public Service from Ball State University in 1996. He is a member of American Society of Military Comptrollers (ASMC) and Association of Government Accountants (AGA). He is also a Certified Government Financial Manager (CGFM) and Project Management Professional (PMP). Mr. Caraballo has earned the DoD Financial Management Certification and is a graduate of the Harvard Senior Executive Fellows program.
