Scientific and Professional Employees: Employees above GS-15 who are engaged in research and development positions.

Rate of Pay: The minimum basic rate  of pay is 120% of GS-15 step 1, and the maximum is equal to Executive Level IV. There are no grades or steps, thus an employee may be paid at any rate between the minimum and maximum.
