Application Process

Merit Promotion Application Information

DFAS has transitioned to a new system for managing on-line applications. Applicants initially have two accounts:

  1. The first is an account in USAJOBS. This is where job searches, maintenance of resumes and supporting documents and monitoring the status of application packages occur.
  2. The second account is the “Application Manager Account.” In this account, series of questions related to the job being filled are answered. Documents can also be uploaded through this account. Application packages are submitted by clicking the "Submit My Answers" button. Applications should be monitored until status is “complete.”

In the future, after the Application Manager Account is created, clicking the "Apply On-Line" button in the vacancy announcement, will direct to the existing account.

Always read the vacancy announcement's "How to Apply" section for instructions on completing an application package. Be sure to click on related links in the vacancy announcement for additional critical information.

USAJOBS and USA Staffing Application Manager

  1. Select the "Apply Online" button at the right side of the vacancy announcement.
  2. Once directed to USAJOBS either (a) log-in to existing account or (b) create a new account, if one does not already exist.
  3. Opportunity is given to attach a resume and other supporting documents.
  4. USAJOBS will direct to the Application Manager system to create an account. If returning user, the USAJOBS account will direct to an existing account to:
  5. Complete a biographical profile.
  6. Complete a job-specific assessment questionnaire.
  7. Attach resume and required supporting documents (if not completed in USAJOBS account).
  8. Click the "Submit My Answers" button to submit the application.

As of Dec. 31, 2010, DFAS Resume Builder is no longer available. Resumes were not automatically moved to the USA Staffing Applications Manager. If you did not transfer your resume over, a new account will need to be created.

DEU process

The Delegated Examining Unit (DEU) is granted authority by the U.S. Office of Personnel Management (OPM), to examine resumes for job positions, establish competitor inventories (registers) and issue certificates of eligibility.

Under the provisions of the interagency agreement between OPM and the Department of Defense (DoD), DFAS DEU provides servicing to DFAS.

Applicants include individuals seeking their first government position and current federal employees wishing to compete for other vacancies within the federal government. This competitive process ensures recruitment from all segments of society. After fair and open competition, selections are made from the best-qualified available candidates on the basis of job-related measures, competencies, and veteran's preference.

DFAS is now using OPM's USA Staffing Application Manager system for all job announcements. After clicking the “Apply Online” button on a vacancy announcement, it directs to USAJOBS where an account can be created if one does not already exist, or log in to an existing USAJOBS account.

Follow the prompts to the USA Staffing Application Manager system where a resume, supporting documentation, and occupational questionnaire is submitted. If unable to apply on-line, please review the "How to Apply" section of the vacancy announcement for an alternative application method. Please be sure to follow all instructions to ensure submission of a complete application.

MSP Program

The Military Spouse Preference (MSP) Program is derived from “Employment Opportunities for Military Spouses” Title 10 §1784 U.S. Code, 2010 ed. MSP applies to spouses of active duty military members of the U.S. Armed Forces (including Coast Guard), who relocate to accompany their sponsor on a permanent change of station (PCS) move.

The program is intended to lessen the career interruption of spouses relocating with their military sponsors. MSP is a DoD program, applying only to DoD related job vacancies. Military spouses are eligible to request MSP regardless of current employment status.

The MSP Program applies only if:

  • The spouse was married to the military sponsor prior to the reporting date to the new assignment.
  • The relocation was based on PCS move and not for separation or retirement.
  • The vacancy is within the commuting area of the sponsor's permanent new duty station.
  • The spouse is among the "best qualified" group and is within reach for selection.

MSP applies if applicant is ranked among the "best qualified" for this vacancy, and the list established from this announcement is used to fill the vacancy. To be rated "best qualified," MSP applicants must attain an eligibility rating of 80 or higher on this examination (not including points for veteran's preference). MSP does not apply, however, when preference would violate statutes or regulations on veterans' preference or nepotism.

NOTE: Applicants claiming military spouse preference will be required to produce a copy of military sponsor's PCS orders to substantiate eligibility prior to appointment in the federal service. Failure to provide these orders could result in the cancellation of any pending appointment to a federal service position.
