Rick Davis, Director, Policy and Performance Management
Richard D. Davis, MPA, CPA, CDFM
Deputy Director, Compliance, Standards & Compliance

Mr. Davis is the Deputy Director, Compliance, Standards & Compliance, having assumed this position in July 2008. In this role, he is responsible for analyzing operational results, audit liaison, managing financial operations and personnel pay metrics, overseeing DFAS financial improvement and audit readiness support, and ensuring effective DFAS Operations risk management and compliance with internal controls.

Prior to this position, Mr. Davis was the Director, Policy and Performance Management and Director, Office of Strategy Management in the Strategic Business Management office for DFAS from 2006-2008. He was responsible for oversight and management of more than 200 DFAS owned chapters of the DoD Financial Management Regulation (FMR) and leading the DFAS Strategy and Corporate Balanced Scorecard development and execution.

Prior to joining DFAS, Mr. Davis was appointed to the Senior Executive Service in October 2005 as the Associate Director for Financial Improvement in the Office of the Deputy CFO, Under Secretary of Defense (Comptroller). Prior to this appointment, he served in several leadership positions within the DoD Comptroller's office from 2003-2005, at the HQ, U.S. Army Corps of Engineers from 2000-2003, in the Army Budget Office from 1998-2000, and in HQ, Army's Resource Services-Washington at the Pentagon from 1990-1998.

Rick was born in Pennsylvania. He earned a Masters degree in Public Administration from Troy State University and a Bachelors degree in Accounting from George Mason University. Mr. Davis is a Certified Public Accountant and Certified Defense Financial Manager, and is a member of the Association of Government Accountants and the American Society of Military Comptrollers.
