The Contract Services Directorate Mission
The mission of the DFAS Contract Services Directorate (CSD) is to provide efficient and effective support of various DFAS and Office of the Under Secretary of Defense (Comptroller) programs. The CSD mission includes all aspects of acquisition planning, procurement, and policy.

Doing Business with DFAS
DFAS "open market" acquisition notices are posted on the DFAS web site and FedBizOpps . DFAS also makes use of Federal Supply Schedule (FSS) contracts. Those contract opportunities are posted for schedule holders on GSA E-Buy ( http://www.ebuy.gsa.gov ). All Department of Defense contractors must be registered in the Central Contractor Registration , and must register their Representations and Certifications in the Online Representations and Certifications Application (ORCA).

Small Business Advocate
The DFAS Small Business Advocate provides guidance and technical assistance for small, disadvantaged, women-owned, 8(a), HUBZone, veteran-owned firms, and Historically Black Colleges and Universities/Minority Institutions (HBCU/MI).

Non-Competitive Contracts

In accordance with Section 844 of the National Defense Authorization Act of Fiscal Year 2008 and Department of Defense (Acquisition, Technology & Logistics) policy , all Justification and Approval documents for non-competitive contract awards are posted to FedBizOpps ( http://www.fbo.gov ).
