Shirley Reed, Director, DFAS Emerging Capabilities and Systems


Ms. Shirley L. Reed is a Senior Executive Service member in the Department of Defense currently serving as Director, Emerging Capabilities and Systems for the Defense Finance and Accounting Service. In this capacity, she develops and leads key strategic efforts focused on delivering cutting edge technology initiatives and people priorities critical to improving efficiency, decision making, and the modernization of the business environment in support of the goals and objectives of our National Defense Strategy.
 
In this pioneering role, she is a leader working to expand workforce skills in advanced digital technologies and data analytics, collaboratively leading efforts to drive capabilities that enable achievement of mission priorities. Through the Data Analytics Center of Excellence organization she designed a comprehensive talent management plan to cultivate digital skills in the workforce and architected an agency-wide Digital Literacy Campaign. She champions the Robotics Program to capitalize on process automation to support performance improvements and efficiencies across the agency and also advances the Reduce Legacy Systems initiative to consolidate and eliminate systems to achieve cost savings.
 
Prior to this role, Ms. Reed was the Deputy Site Director at the Columbus site where she assisted in managing the day-to-day operations of 2,100 accounting and finance professionals that support the Army, Marine Corps, Navy, Air Force, Space Force and 10 Defense Agencies.  In addition, her responsibilities included overseeing operations for the DFAS Limestone site.
 
Previously, Ms. Reed served as Chief Information Officer for the Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, Headquarters U.S. Air Force.
 
Through her many years of dedicated federal service, she has held leadership roles in financial management positions with DFAS and Air Force. Ms. Reed is a 2023 Presidential Rank Award – Meritorious recipient, holds a Masters degree in Acquisitions Administration from Central Michigan University, a Diversity and Inclusion Certification from Cornell University, and is a member of the American Society of Military Comptrollers.
